I'm a master enchanter. If anyone wants to send me their greens and blues to DE feel free and i'll get them back to you as soon as. Also any enchants you're interested in getting just let me know and i'll do them for you.

I too don't think you can enchant random things. I think the reason the scales can is because the fact of them being a quest item so its special.

Some other enchanting tips, make your own black soul gems and fill them. You can do this by putting them in the case in the Dark Fissure (you'll find this is place in the mage's guild quests) and waiting for the purple light (Shade of the Revenant) to shine down on them. It happens every 8 days starting with the beginning of what ever month your in for me it happened around dawn/dusk.

Also, the higher your skill is in the area that you're enchanting (aka you want invisibility make sure your illusion is high) the higher you can enchant an item.
